The Teesta River originates in West Sikkim in India and flows through Bangladesh. The river is the fourth largest transboundary water body for irrigation and fishing in Bangladesh, and maintains Kolkata Port and produces some 50,000MW of energy in Sikkim in India. Negotiations on how to share the water have been going on since 1983. In 2011, a water-sharing agreement that Bangladesh had spent almost a decade trying to finalise was almost signed between India and Bangladesh, but was called off at the last minute due to opposition from the chief minister of West Bengal, India. Officials from Bangladesh and China are currently negotiating a USD 983 million loan from China to implement a project to restore and redevelop the Teesta River and supply Bangladesh with water during drought seasons. Following reports on this, Narendra Modi sent the foreign secretary of India to Dhaka to meet with Prime Minister Hasina.
